To make this casserole, I started by dumping some ground beef into a large saute pan over medium-high heat.
I added some diced onions to the pan with the ground beef while it was cooking.
Once the ground beef was almost fully cooked, I added some taco seasoning to the pan.
I stirred until all of the ground beef was coated in the seasoning.
Then I added some mild Rotel and mild chunky salsa to the pan.
I stirred well again.
Then I removed the pan from the heat.
I took 9 small flour tortillas and cut them in quarters.
Then I placed 1/3 of the tortilla pieces into the bottom of a greased 9 x 13 inch baking dish.
I spooned half of the ground beef and salsa mixture on top of the tortilla pieces and spread it out evenly.
Then I sprinkled some shredded mozzarella and cheddar cheese and chopped green onions on top of the meat.
Then I placed another 1/3 of the tortilla pieces on top of of the cheese.
Followed by the remaining half of the meat mixture.
I sprinkled some more shredded cheese and green onions on top.
