STEP 1:
To make this cobbler, I started by dropping some lean ground beef into a large skillet over medium-high heat.

@Melissa, I goofed & didn’t read the instructions for making the biscuit mix. I made it according to the box instructions & used a small scoop to dollap biscuit mix evenly over the casserole. It baked up just fine! Thought I’d pass that along in case you don’t want to use all the milk to make a runny mixture. It came out delicious according to my family.

Yes it is 2 cups because you want to get a very runny batter to pour over the casserole. It will not be the consistency for making biscuits.
