 Step by Step Instructions for Making Cheesy Hamburger Rice Casserole 

 STEP 1: 

To make this hamburger casserole, I started by dumpling some lean ground beef into a large skillet.

I added some diced onions to the skillet with the ground beef.

I crumbled the ground beef well as it cooked.

Once the ground beef was fully browned, I added some minced garlic to the skillet.

I stirred well and continued cooking for a couple minutes.

Then I removed the skillet from the heat and drained the grease.

I added some milk, Italian seasoning, salt and pepper to the skillet.

Then I stirred all of the ingredients together well.

I sprayed a 9 x 13 inch baking dish well with cooking spray.

I poured the ground beef and rice mixture into the baking dish and spread it out evenly.

Then I covered the dish with aluminum foil.

 STEP 7: 

I placed the dish in the oven and baked the casserole for forty minutes.

After forty minutes I removed the casserole from the oven and lifted off the foil.

I sprinkled some shredded cheddar and mozzarella on top.

I returned the dish to the oven uncovered and continued baking until the cheese on top was fully melted.

  12. Cover the dish with foil and place it in the oven. Bake for 40 minutes.

This might be a stupid question but what do you consider instant rice? Is it minute rice? If yes, is it cooked or not before adding?

Yes minute rice is the same as instant and it is uncooked when adding.
