To make this beef burrito casserole, I started by spraying a 9 x 13 inch baking dish well with cooking spray and setting it aside.
I dumped some lean ground beef into a large skillet over medium heat.
I crumbled the ground beef well as it cooked.
When the ground beef was cooked I added some diced onions and minced garlic to the skillet.
I stirred well and continued cooking until the onions were translucent.
I added some refried beans, diced tomatoes, chili powder, cumin, salt and pepper to the skillet.
I stirred all of the ingredients together well and continued cooking for five minutes.
Then I removed the skillet from the heat.
I dropped some butter into a saucepan over medium heat.
Once the butter was melted I added some all purpose flour to the saucepan.
I stirred the butter and flour together well and continued cooking the mixture for a couple minutes until it browned slightly.
I whisked in some milk gradually until the mixture was smooth and began to thicken.
I added some sour cream and salsa to the skillet.
I whisked well again.
I added some salt and pepper.
I whisked the salt and pepper into the sauce.
I placed two flour tortillas in the bottom of the prepared baking dish.
I spread a thin layer of the creamy sauce mixture over the tortillas.
I spooned half of the beef burrito filling mixture over the sauce layer.
I sprinkled some shredded cheddar cheese on top of the beef mixture.
I placed two more tortillas on top of the cheese.
I spread another layer of creamy sauce on the tortillas.
I spooned the remaining ground beef mixture over the sauce layer.
I sprinkled shredded cheddar cheese over the beef mixture.
I placed two more tortillas over the cheese.
I poured all of the remaining creamy sauce over the tortillas.
I sprinkled some shredded cheddar and Monterey Jack cheese on top.
I covered the dish with aluminum foil.
I baked the casserole covered for about thirty minutes.
Then I removed the foil and continued baking the casserole until the top was nicely browned.
I removed the casserole from the oven and allowed it to rest for a few minutes.
I sprinkled some fresh chopped cilantro on top.
Then the ground beef burrito casserole was ready to serve.
I served my slices of burrito casserole with a dollop of sour cream on top.
